Hm, looked into your logs:
I have verified that each workstation has a different port and that each of those ports are forwarded through my firewall.
Can you check "Game Data Port" in your registry?
Everything i found in your logs were: "Game Data Port not found, applying default".

Looks like ok for me. Ports you see are outgoing ports from you to server. And when you create game we need incoming ports from others to you.
We can't check ports in netstat list.
Did you get a message from user note like "your port xxxx is closed, nobody can join"? Which port did it show?
Does the port range HAVE to be between 6111 - 6119?
Port 6112 would be enough for war2.
I'm also a little confused as to why sometimes I see
"War2Combat loader, antihack included, uPNP forwarded successfully"
and other times
"War2Combat loader, antihack included, uPNP forwarding failed"
without making any other changes to anything, just retrying war2loader
Looked into your logs, looks like you have many different uPNP devices in your network, loader tries to change 1-st of them, not sure it's always your router, depend on the order of that devices...
I hosted an open game and people were able to join it. It seems like there's something going on in my local network, I just have no idea what else is left.
Hm, that means your ip is real, so you potentially CAN host games and join to your local games from your local network...
Internet goes from Cable modem to router.
Is cable modem work as bridge? But if some people can join you, looks like everything is ok here...
Two of the workstations are wired to the router and the third is wireless.
Should be not sufficient for this problem i think, should work fine...
I thought the host bot might be a solution but whenever I try to use it to create a game I get a message
"That user is not logged on" I'm trying to call it using this command in the chatroom

Just an idea: check your Game Data Port in the registry.
Also make a look into a message "your port XXXX is closed..." to make sure it's equal to your Game Data Port or 6112 if not exist.
Also try to create game if you get status "War2Combat loader, antihack included, uPNP forwarded successfully".
