This is not a working example. It failed. Miserably. Here's why:
ARTICLE 10. The right of citizens to personal ownership of their incomes from work and of their savings, of their dwelling houses and subsidiary household economy, their household furniture and utensils and articles of personal use and convenience, as well as the right of inheritance of personal property of citizens, is protected by law. So everything that isn't the house you live in and it's contents can be immeciately seized by the state UNLESS you inherited it.... i.e.
the rich can keep their wealth, the poor get everything taken.
ARTICLE 17. To every Union Republic is reserved the right freely to secede from the U.S.S.R. WHAT A JOKE! lol
ARTICLE 20. In the event of a discrepancy between a law of a Union Republic and an all-Union law, the all-Union law prevails.Your country has been annexed. Your laws and traditions now mean nothing unless they are so inconsequential that we don't even care about them.
ARTICLE 51. The Supreme Soviet of the U.S.S.R. when it deems necessary, appoints commissions of enquiry and investigation on any matter.
It is the duty of all institutions and public servants to comply with the demands of these commissions and to submit to them the necessary materials and documents. We will do whatever we want whenever we want to anybody and if you do not comply you will be arrested.
ARTICLE 52. A member of the Supreme Soviet of the U.S.S.R. may not be prosecuted or arrested without the consent of the Supreme Soviet of the U.S.S.R., and during the period when the Supreme Soviet of the U.S.S.R. is not in session, without the consent of the Presidium of the Supreme Soviet of the U.S.S.R. THE PEOPLE MAKING THE RULES ARE ABOVE THE LAW AND CAN NOT BE PROSECUTED...... WT actual F??
ARTICLE 113. Supreme supervisory power over the strict execution of the laws by all People's Commissariats and institutions subordinated to them, as well as by public servants and citizens of the U.S.S.R. is vested in the Procurator of the U.S.S.R.
ARTICLE 114. The Procurator of the U.S.S.R. is appointed by the Supreme Soviet of the U.S.S.R. for a term of seven years. Whatever any judge in any court says it can be overruled by

Honestly I had no idea it was that bad. I have never looked at the soviet constitution before but it reads like a fascist dictatorship....... UNBELIEVABLEArticles 118 - 133 have some really good "rights" in them, but as history showed, they mean nothing if the ruling class have given themselves supreme dictatorial power to ignore and overrule the laws any time they want.

It is a great pity because a they are mostly a very nice set of human rights
The people making the laws can NOT be above the law.
