As written, the legislation calls for prison terms of up to three years for accusing anyone of any war crime if that person has enough lawyers(money) to convince the court that someone else did it.

The stuff about the Polish state and the third Reich is just a smoke-screen so the Polish red-necks like claw will like the sound of it.

This one sentance at the end all but invalidates the stuff about "the Polish nation, or the Polish state". It means that even if you blame a german and someone can claim it is the wrong german and produce "facts" to back up their claim, then you can be jailed because you have diminished the guilt of the "actual perpetrator"
