no it's a new thing to help admins convert & upload new icons.  appointing several different clan leaders to each be able to add their own one specific tag to people doesn't seem very realistic.

There are only a handful of established clans and only a few that are actively recruiting with icon support. Appoint one person per clan in charge of doing it. Of course it's realistic.
