probably whatever IP he was using was banned...

really there's not much that can be "done" when it comes to hackers/banning people. accounts can be locked, IP's can be banned... but at the end of the day all the user has to do is switch IP's and make a new name. its a game of cat and mouse. and the mouse pretty much always has the upper hand.
