I'd say, most likely yes!
Russian team made a translation to russian in 2007, i took part is that (checking and packing that language files), so, you can do the same with Simplified Chinese i think.

What you need to do is to unpack war2dat.mpq into a folder, then edit about 80 files in rez-folder using several resource editors.

I can send you that soft if you interested in that.

I also forgot: need to make several new fonts for that job.
I used russian font from russian DOS-version of War2TD. Required to change it from different format, but i had that.
Not sure there is Simplified Chinese font for war2 exist anywhere. Also not sure, maybe font from starcraft will be compatible if exists.

Are you sure there's no any version of war2 in Chinese?
Also, is there any version of starcraft 1 in Simplified Chinese? Can save much time if it is.

I looked into my projects:
About 12 years ago I made a converter to change places of different letters inside 1 font file. I also can export font into .bmp-file.
So, i can add some code to import .bmp file into .fnt also.

Files should work on all windows since probably 95, just tried on win7 - also work fine.

winmpq: to extract files from .mpq-archives. And after editing that files - to pack them back into .mpq
After first start the program you should click options - file lists - and there add file list called "Warcraft II BNE.txt". Otherwise you will not see filenames in mpq-archive.

Tblpad: to edit .pad-files extracted from archive.

Tbled102: 1 more to editing .pad-files.
Looks like tblpad is what you need. But maybe there are some troubles with it, then use tbled102.

BinEdit: to edit .bin-files.

If it will require VB40032.DLL - use it from winmpq archive.

Resource files are not compatible between DOS and BNE versions, we made the same job in 2008: to get russian messages from DOS-version, to edit one of .tbl or .bin -files in BNE and insert that russian message there.
But some files can be converted. Art can be just copied. Unit voices can also be copied, you just need to rename files (their names are different).
You can also copy videos (if exist).
So, existing DOS version is a great help to translate.

Are you sure there's no chinese BNE version?
Such translation is quite a big job. Would be sad to make it if somebody already did.

Hm, unpacked and installed that chinese version:
Looked into DATA dir and see all the files: INSMAIN.INS INSSTR.INS MAINDAT.WAR MUDDAT.CUD REZDAT.WAR SFXDAT.SUD SNDDAT.WAR STRDAT.WAR
- are less than in russian version.
but there are 2 more files in chinese: FONTBIG.CFN FONTMED.CFN
I never saw such files in war2td builds. And i have no idea how to unpack them.
That can be a problem, if they contain some interesting chinese data, though i'm not sure.

Also, war2 have been installed and started sucessfully (just requires the original CD).

Well, i'd say the thing required from you is to make all the required fonts in future. As i know nothing about chinese letters and i can't check it they are ok or not.
I can make or find the software to do that, but i need raster images of each letter from you.

Now let's try this font to check if it's what we need here:
You should open you war2dat.mpq, delete files:
font10x.fnt font12x.fnt font32.fnt font50.fnt font6.fnt
from art\
and add this font as each of these files.

If everything is fine, you will see your  rez\human1.tbl properly.

Hm, looks like your font is not perfect.
"?" means there's no letter with such code in the font file.
That's why the question: are that letters (not "?") looks as proper chinese letters?
Are they located on proper places?

Unfortunately i don't know if chinese fonts changed from dos to windows encoding.
For example, russian fonts did:
on dos there was russian charset called "cp866", and under windows: "cp1251". They just got half of russian alphabet and moved it to different place on ASCII table.

What i need is 5 such pictures: 1 for each font: font10x.fnt font12x.fnt font32.fnt font50.fnt font6.fnt
Then it will be perfect.

Well, i checked that font different way:
I edited human1.tbl replacing some part of text by the whole ASCII table from 32 to 255.
I also inserted that font as art\font12x.fnt

I want to check all the symbols existing in that font file.
Here's how it's look like:


Looks like not so many chinese letter inside. Is that Simplified Chinese there?
