is it a good strategy to be pure defense as a republic? that way you can save some money not having to buy oil all the time, and with the high explore rate you can still get good land (i'd already be closing on 8k land if i hadn't been hit 5 times).. and republics are -10% military strength and sux at war anyways.

It's good for as long as you're exploring.  Sooner or later, if you want to grow big, you need to attack.  Of course, you can go all explore and succeed that way as well but that has a ceiling.
