that's high lol.  Definitely not maximizing his income there but has he recently been hit by guerillas/bombing runs?  there's some merit in messing your tax rates in those circumstances to increases your production (production gets lowered if your population is below equilibrium, and you just had a bunch of civilians die, so your production is bad becaues of that. but if you raise the tax level your population is closer to where it should be. i think.  haven't dealt with this too much)
