One of the rules to award an icon for the tourney is to allow anyone to play, so you can't restrict to newbs only if you want to have the icon as a prize.

it should be said that the icon tournament should:
1. have an icon prepared beforehand and previewed (you must make it yourself)
2. be advertised at least 2 days before it takes place
3. be advertised as an icon tournament
4. allow every player to participate
so there will be no abuse, like: not allowing good players to win an icon for oneself, not adveritsing the tournament and have 1 or 2 other people in it to get the icon for oneself etc
If you want you could have a separate bracket for the really newby newbs so they can fight amongst themselves and not all get murdered in the first round vs the regular chop players.
