Either a firewall is blocking your connection or your ip was banned.

Its most likely a firewall....if it does not instantly popup you may need to go into your windows and thirdy party firewall to unblock its connection.

it's definitely a firewall. You should allow outgoing ports 6112 TCP and UDP.
Or just try to disable a firewall.
