Yea go with a new install of windows! Make sure you sandbox / VM programs from now on and upload every file to virus total. Also i'm sure there will be a update soon to harvest more OS information / Connection info this will be able to eliminate the Framing aspect.

You can also do a netstat and sniff the connections from your PC

Thank you for the help Tupac. I don't really think I have a virus but I don't know why I would get targeted a hacker while idling.  I will probably be reinstalling Windows 7 anyway.
