EQ,  what he's doing is above your intelligence level.  He didnt make a "build order thing".  What he does is detect what you are clicking on and if it sees something you shouldnt have, then it knows your hacking.  The "build order" is just a by-product of hack detection.  It has more uses than just detecting who's hacking.  Obviously the window would not show anything at all with a finished product.
