Are you saying the server can rightfully know which player disced and which stayed ? If so, by all means, go ahead, disc as loss, other gets win.
Not sure it's so easy.
Here's the discussed game as i see:
http://reportb.war2.ru/gr_20141225175421_000757Grohl WIN
Phaneron[A] DISCONNECT
Evil~Korn WIN
Of course, he should get loss to his stats instead of disc, and nothing to worry.
Other examples:
http://reportb.war2.ru/gr_20141218064123_018286moregravy DISCONNECT
~dread LOSS
DanielAG WIN
whatsupnigga~~ DISCONNECT

How to handle that?
Or that:

hoF~UZU_NARUTO WIN
NewOrcCity LOSS
People just drops for different reasons. Of course, that's sad for them, but who cares?
They will just get loss, that will make drop hack useless, we will keep people unbanned and save our community.
We can also handle that disc situation in external ladders
http://ladder.war2.ru/ using our own logic, based on other's win/loss/disc/watch in this game to keep the most proper rating.
But if youre saying both would get a loss if either disconnects, then whoever purposedly disced is not just being an asshole, but exploiting the game , which MUST be Punishable.
The main problem is there's not not possible to approve the hack in each single situation. Well, current Yamon example is obvious, but internet connection can just disappear in any random moment, we can't punish for that.
There's not possible to check if he had some random connection trouble or intentionally ejected his network cable out.
