System alerts for down times

Idk what this server is running on or where the data is stored as I've more or less been on the end user experience in my entire time here.

But would it be possible to create some type of automated email response if and when the RU server stops goes down or if the responses are slowed?

The problem is "goes down" is quite complicated thing.
I could easily handle ping, but not sure about bnet. What exactly should stop to work or slow down?
Especially if it's working but slow.
