in c:\war2combat delete ddraw.dll

may need to set xp settings so u can see system files.

idk why your getting this error do u have a video card?

How are you running this Windows XP version? Is it through emulation software? Or is it a actual hardware running Windows XP boot? Because there are few emulation programs that will have problems with directX and will not run war2.
