Mods & Development / Image to PUD Converter?

Hi, does anyone know if there is a tool with functionality similar to converting an image to a PUD?  It would be handy to be able to draw a map in a different program.  Of course, this would still require editing after importing, presumably.  I know there are decades of tools available and I have searched through many but have not seen something like this.  Yet, I am wondering if it's possible considering how there are a handful of PUDs out there which look painstaking to make in the War2 basic editor.  (More likely they were made in it anyway though)
