yeah, but needs to be 256 color instead of 16bit i think?
u just save it as 256 should be a option.

I'm using GIMP, and since I never really made icons specifically I don't know how to adjust that. I can design it but how to specify the properties is a different story.

in color should be a option 32 bit 16bit 256(8bit)

Right size, but that's way blurry man. You have to treat it like pixel art and draw with the pencil tool. (Paint works fine. (http://forum.war2.ru/index.php/topic,1815.msg32237.html#msg32237)) Trying to downsize some regular image to those dimensions just looks like crap.
