yeah, but needs to be 256 color instead of 16bit i think?
u just save it as 256 should be a option.

I'm using GIMP, and since I never really made icons specifically I don't know how to adjust that. I can design it but how to specify the properties is a different story.

in color should be a option 32 bit 16bit 256(8bit)

Right size, but that's way blurry man. You have to treat it like pixel art and draw with the pencil tool. (Paint works fine.) Trying to downsize some regular image to those dimensions just looks like crap.
